Description: River I. Barnes is a sturdily built male of Scottish-Australian descent. He stands at almost 5' 9", and weighs in around 154 lbs consistently. Notable facial features include short, brown hair, blue eyes, and notably downturned eyebrows. His skin is of a medium tone, though it does tend to tan easier than burning as a result of sun exposure.
While on duty, River can most typically be seen wearing standard Eta-0 equipment, including the Eta-0 WELROD suit, and a technologically modified Integreated Head Protection System (IHPS) helmet including a mandible and flippable visor. Off-duty, RIver can generally be found wearing long sleeve shirts of varying solid colors, and either a pair of jeans or cargo pants. In general, River is not known to cover up most areas of exposed skin. He is also not known to wear a hat often, though when he does, it tends to be a black baseball hat with a checkered print on the bottom lining with the word "POLICE" along the front - which he got during his time as an Authorized Firearms Officer in the UK.

Psychological Profile
Personality: River Barnes is a notably outgoing, yet close-minded person in general. While he can be easy to get along with in a social setting, he is very adamant about the way in which things should be done in the workplace. Those who have interacted with River on-duty have noted that he tends to be a bit anal about the methods in which others operate on the field, and often has criticisms to provide for others. Similarly, he is also incredibly self-critical, often putting himself down for his own failures, while also constantly striving to improve. While certainly an exhausting combination, River's over evaluation of every tactical decision has proved to be incredibly helpful in his own career, as well as others.
Despite his general attitude of looking for the bad in people and their actions, River is still generally a kind soul, often putting himself in compromising positions for the sake of others. Not only would he stand up to a bully for you, he'd probably take a bullet too. However, this general recklessness in the pursuit of protection has also been noted to be something with which the Foundation hopes to get rid of. If River is to succeed within the Foundation, especially with Eta-0, it's going to take a considerable amount of training to get him into the proper headspace before he can move any higher through the Hell Jumper's ranks.

History
River Isaiah Barnes was born in Sunshine Coast, Australia. Growing up, River was primarily raised by his mother (Scottish), as his father (Australian) was often away from home due to working for the South Australia Police Special Tasks and Rescue Group (STAR Group). As a result, River looked up to his father, often claiming that it was his dream as well to join the police as he went through the years of primary school in Australia. After three years of secondary school, River's family would move to the United Kingdom as a result of a work oppurtunity for his mother. It was at this time that River's father picked up a civillian job in the UK and took over the role of primarily raising River, which only fueled his desire to join the police force as he heard stories of his father's work. Of course, at age 18, applying to join the UK's police force would be one of the first things he did.
Unfortunately for River, basic police work was not quite as involved as he had hoped, and he would have to endure the two year probationary period required for UK police before he could apply to become an Authorised Firearms Officer (AFO). As soon as he was capable, though, River would sign up and pass through the necessary training. As soon as he became an AFO, River also signed himself up to be selected for special police forces, though it would take almost two full years before he was actually selected. When he was, though, he ran through the training for the Counter Terrorist Specialist Firearms Officer (CTSFO) courses at the top of the select few who had been chosen for the training group, finally landing himself in police position similar to what his father had once done in Australia.
Training operations within the CTSFO also landed River in close proximity to the Special Air Service (SAS), as SAS operatives frequently conduct trainings for the CTSFO. Throughout these trainings, River took up a particular interest in being qualified as a marksman. Due to his dedication, it didn't take long before that became a reality, and River was officially deemed to be a marksman for the Metropolitan Police Specialist Firearms Command, often utilizing a Accuracy International AT308 Rifle. After operating with the CTSFO for two years, River was approached by a high ranking member of the Special Air Service, who offered River a position with the SAS. While of course, in doing so River would officially be leaving behind the line of police work for military service, he saw this as a once in a lifetime oppurtunity to further extend his career in the field he loved so much. He accepted, and was instantly thrust into the trainings necessary to be a part of a Special Forces military group, including High-Altitude Low Opening and High-Altitide High Opening (HALO/HAHO) jumping. During one of these jumps, while training in Scotland, is where River would accidentally land in a lake, subsequently suffering an attack from a particularly territorial group of Eurasian Otters, landing him the nickname "Otter".
River would remain with the Special Air Service for another three years before being flagged for recruitment within the SCP Foundation. Foundation recruiters looking through River's accomplishments noted that he would be a good fit for Project: Hell Jumper, due to his extensive work with both military and police special forces as well as his previous experience with HALO/HAHO jumps. With the official approval of Project: Hell Jumper and the opening of Mobile Task Force Eta-0, River was approached by Foundation recruiters with the offer to take one of the few positions that remained open in the North American branch of Eta-0. Once again, he would see this as yet another way to extend his career, and gladly accepted the job offer.
